Special Service for Groups – APCTC Center | Mental Health Center Financing

CCDFI's Financing Supports Community Mental Health Center

Clearinghouse CDFI provided mental health center financing to advance the mission of the Asian Pacific Counseling and Treatment Centers (APCTC). A division of Special Service for Groups (SSG), APCTC delivers essential mental health services to the community. This support helps sustain a vital outpatient site so staff can focus on care—meeting patients where they are, in the languages they speak, with services shaped by community need.

“Poverty and mental illness reinforce one another: the stress of scarcity worsens psychological well-being, while untreated mental health conditions hinder economic stability.”
MIT Department of Economics, “Poverty, Depression, and Anxiety: Causal Evidence and Mechanisms” (2022)

The $1.4 million loan enhances financial stability for the property, allowing SSG to direct more resources toward essential services. Following the original acquisition, the organization invested significant improvements across the facility—modernizing interiors and building systems and enhancing site security—to create more private offices and better clinical flow for patients and staff.

About the Provider

APCTC began in 1977 and transitioned in 1990 to operate under SSG, a nonprofit founded in 1952 that develops and manages community-based programs to meet the needs of vulnerable populations.

Today, APCTC provides a comprehensive range of services, including:

  • Outpatient mental health care
  • Case management
  • Psychiatric services
  • Psychological testing
  • Intensive community-based support
  • Substance use disorder treatment
  • Specialized programs for youth, families, and seniors

Its mission centers on culturally and linguistically appropriate services that promote mental health and well-being within the Asian Pacific community.

The Community Impact of Mental Health Center Financing

Through this financing, Clearinghouse CDFI helps sustain a trusted provider that low-income individuals and families rely on for timely, culturally responsive care. The result is steadier operations, stronger continuity of treatment and medication support, and a durable resource for the community.
