Housing and Mental Health Support Strengthen Community

Clearinghouse CDFI provided $10.1 million to help Special Service for Groups (SSG) acquire a refurbished 62-unit property in Los Angeles that delivers housing and mental health support for residents in need. Built in 1923 and restored in 2016, the former Mark Twain Hotel has been operated by SSG since 2022 under a Los Angeles County Department of Mental Health (LA-DMH) contract as part of Hollywood 2.0, a pilot program providing community-based care for individuals experiencing mental illness and homelessness.

This acquisition secures the property and preserves a stable setting for continued services—ensuring residents retain access to housing and care that support long-term recovery. It also safeguards a public–private partnership model that channels government funding through mission-driven lending to meet local need.

Housing and Mental Health Support Creates Community Strength and Resident Stability

Through its Access to Prevention Advocacy Intervention & Treatment (APAIT) division, SSG provides interim housing and behavioral health care that help residents regain independence. The program is funded by Medi-Cal and LA-DMH, promoting continuity of care and reducing reliance on emergency systems. Keeping services on-site enables residents to maintain treatment and rebuild healthy daily routines that anchor long-term stability.

This work reflects SSG’s broader mission to address the needs of vulnerable populations through community-based programs. Across Los Angeles County, SSG operates initiatives that expand health access and support behavioral wellness—advancing measurable impact that strengthens local communities.

With this acquisition loan, Clearinghouse CDFI provides responsible, impact-driven financing that delivers measurable, long-term community benefits. The project supports a county-funded program with proven results, ensuring public resources are used effectively. By securing this facility, SSG and LA-DMH can continue providing housing and health services that foster recovery and stability.

As the program evolves, the project will continue to serve as a cornerstone of LA-DMH’s Hollywood 2.0 initiative—illustrating how thoughtful financing and strong partnerships turn temporary housing into lasting stability.
