Special Service for Groups – Kohler | 60-Bed Interim Housing Project

Clearinghouse CDFI provided $5.4 million in financing for Special Service for Groups (SSG) to acquire a 31-unit, 60-bed interim housing project operated by its Access to Prevention Advocacy Intervention & Treatment (APAIT) division. In partnership with the Los Angeles County Department of Mental Health (LA-DMH), the site will serve as interim housing for unhoused individuals and families while delivering essential behavioral-health services that promote stability and well-being.

Community Impact of the Interim Housing Project

Through APAIT, residents will have access to personalized health services and medication support that help them manage both behavioral and physical wellness. Staff will also guide people through complex health systems and link them with programs for older adults or those living with or at risk for HIV/AIDS. The facility will serve as a place where residents can recover and rebuild their lives. This acquisition gives SSG greater capacity to reach individuals and families who face barriers to housing and recovery.

About the Borrower

Special Service for Groups (SSG) is a nonprofit human-service organization founded in 1952. Through multiple divisions—including APAIT and the Asian Pacific Counseling and Treatment Centers (APCTC)—SSG provides behavioral-health care, housing support, and community-based programs for individuals and families across Southern California. Each division reflects the cultural and linguistic needs of the communities it serves.

Guided by Core Values

APAIT grounds its work in a core set of values that influence daily choices and guide how staff support the people they serve. Staff carry those values into every interaction, approaching their work with respect and integrity that are evident in both service and collaboration. These principles connect closely with the broader mission of Special Service for Groups (SSG), which provides culturally responsive health and human services through 20 divisions across Southern California and San Francisco. This shared framework helps SSG expand access to care for underserved residents and build stronger systems that respond to community needs as they change over time.

(Values summarized from APAIT’s published Core Values statement and SSG’s Strategic Initiatives 2020–2023.)

Financing the Interim Housing Project

By acquiring this property, SSG is extending its reach within Los Angeles County’s behavioral-health continuum. The financing from Clearinghouse CDFI sustains long-term operational stability so that resources remain focused on recovery, resident care, and pathways toward permanent housing. This interim housing project also reflects a broader regional effort to create community-based solutions for behavioral health and housing insecurity. Clearinghouse CDFI’s investment supports that goal by helping SSG maintain accessible, mission-driven care that meets people where they are.
